KeytipManager API support in v9

We have a existing feature in v8 fluent to trigger the keytip mode through the API exposed in Keytip Manager.
Similar functionality is required in V9 Fluent Keytip as well

There is the useEventService hook and Events map available, so we should be able to do something like this:

import { useEventService, Events } from '@fluentui-contrib/react-keytips';

function Component() {
  const { dispatch } = useEventService()

  const enterKeytipsMode = () => dispatch(Events.ENTER_KEYITPS_MODE)
  const exitKeytipsMode = () => dispatch(Events.EXIT_KEYITPS_MODE)
} 

However, the issue is that the useKeyTips hook doesn't listen for these events, so it doesn't enter or exit keytips mode.

There isn’t a direct equivalent of the v8 KeytipManager class component in v9. However, the internal implementation still relies on the same event-driven architecture as in v8.

In current implemenation this can be achieved with useEventServices hook. Although, we will create a separate useKeytipsManager hook and useEventServices will be a part of internal API only.

After this fix #406 will be merged and released, this should work as expected
