Comment threads should render scrollbar underneath the text, not over it

• VS Code Version: 1.100.1
• OS Version: 15.4.1

Steps to Reproduce:

1. Create a comment thread with one single line and e.g. 4000chars
2. Scrollbar renders over the text

Expected behavior

The text area has addtional margin for the scrollbar so that it doesnt overlay text.
Optionally would be nice if single lines would automatically linebreak if possible.
