Need vscode to be full screen to change settings of title bar

Does this issue occur when all extensions are disabled?: No, But there is no extensions

• VS Code Version: 1.100.3
• OS Version: Windows 11 24H2 (Although this also happens on Windows 10)

Steps to Reproduce:

1. Open Vscode
2. Right Click Title bar when fullscreen and not fullscreen

I think it is by design: click on command center, the central part of the title bar (Search).

I Mean kinda works, but i like to have nothing on my title bar. But will definitely consider using this until a fix.
