Failed deploy for pull request payload

I had my yaml file setup like this but was not able to get it to work. I can't tell if it is an issue on the runner, or the enterprise server, or the action itself.

It failed to check whether the branch was a fork or not. The context seems to be invalid. Are you using the action on GHES and a self-hosted runner? If yes, it may fail to set up the context file.
