Windows Builds are failing due to no tests run for PowershellAzModules

I'm trying to build a new windows image for our self hosted machines. But the build seems to fail at Provisioning with powershell script: ./../scripts/build/Install-PowershellAzModules.ps1 step.

One thing I changed from the upstream packer template for this windows-2022 is the temp_dir

  default = "C:\\imgtemp" # changed from D:\\temp since my build machine doesn't have a local disk
}

It seems that the build failed because no tests were run, I'm not sure why.
