Add Visual Indication to the user for paid copilot features

Fixes #

1. Add a new column in 'copilot and agent capabilities' page.
   Column Name - Billing Type
   Possible Values - Not Billed, Microsoft Billed, Custom Billed, Undefined (internal use only for existing capabilities)
   NOTE: Naming conventions are yet to be finalized, feedback welcomed.
2. Authorize the usage of AI resources based on selected billing type at registration of a capability
