I don’t think it will work the way you think.
DoH, DoT and DoQ are secured protocols, this means all the mandatory parts are requested to validate the secure process.

Cloudflare DNS 1.1.1.1 doesn't support DoQ. It supports DoH and DoT.
You have to choose another DNS provider.
