Add Windows Support. If need me to finish the checklist, please let me known. @notrab

Checklist

  • Add build-windows-wheel.yml workflow file.
  • Ensure pyproject.toml has the correct project name and version.
  • Update README.md with CI/CD workflow details.
  • Verify environment variables and secrets setup.
  • Test the workflow execution and artifact uploads.
