Generate the com.chrome.devtools.json for automatic Workspace Folders in DevTools

Description

Since Chrome announced the com.chrome.devtools.json, it would be nice to have them be generated on thy fly by the CLI.

Proposed solution

It would be nice if the serve command would provide the /.well-known/appspecific/com.chrome.devtools.json as described here goo.gle/devtools-automatic-workspace-folders.
