Fix Fluent Control Brushes Resource Value

Description

Currently a few fluent controls resource have wrong values, which brings a visual difference in the controls as compared to WinUI.
See #9987 for more information

If you notice the MenuBarItemBackgroundMousePointer is also flat wrong as it should be pointing to the secondary instead of tertiary brush...

Reproduction Steps

Use Fluent theme in WPF to see the difference.

Expected behavior

Styles should match WinUI fluent styles wherever possible.

Actual behavior

Styles in WPF differ slightly as compared to WinUI styles.
