Encryption Offload Support

Describe the feature you'd like supported

For many workloads, encryption/decryption is the most expensive piece. We need to drive towards hardware offload for this.

Proposed solution

Work with hardware partners to standardize https://github.com/microsoft/net-offloads/blob/main/quic-encryption-offload.md, and implement in MsQuic.
