Advanced Paste: Use local AI models (Phi Silica) for "Paste with AI" on Copilot+ PCs

Description of the new feature / enhancement

This feature would function generally the same as the existing "Paste with AI" feature of the Advanced Paste tool, but would use the Phi Silica model built into supported Copilot+ PCs.

Scenario when this would be used?

This would be useful for users of supported PCs who for whatever reason do not want to or cannot use an OpenAI model for the Paste with AI feature. They might be disconnected from the Internet, or might not want to purchase API credits.

Supporting information

I'm generally pretty interested in the idea of being able to use local models for AI tasks. If someone has purchased a computer with a good NPU, and if Windows has built-in local AI support for these machines, why not put it to use?

I believe as WinAppSDK 1.7 (or 1.8) will be going to support (Right now it doesn't support all text manipulation yet) good on text related API, we will consider if it is good for common scenario for Advanced Paste.

This is a great feature request, and definitely something we are interested in doing!

I know Phi Silica has requirements around packaging and identity which could be challenging, but I think this makes total sense to have it as a drop down option for AI providers.

This would just need to be prioritized among other PowerToys investments.
