Does turnstyle work with reusable workflows?

We have several repo workflows which call a central repo workflow to build code, package and runs tests.
I added a turnstyle step to the called (resuable/called) workflow job.  The Turnstyle step runs, however, wait does not happen in the multiple workflows run from the same caller repo.
