Not a have meaning in it. Each developer can manually make such a library to the project if needed.

Its just a template and take it as a template no need to go in deep
The template is only for those who want to create their personal or public Library. I just made their work easier just create project using template and gooo!
and beginner will not mess with code writing
If you want to go in deep then go and you will found it also have meanings not only meaning just think about it!

Just a library project may break some IDE features. It would need refactoring of the code.
