In order to provide our student population with clear terms and conditions for use of their benefits upon becoming verified, we worked wit CELA to develop language that would cover these terms. We would like to ensure this is searchable by students.

• A subject matter expert (SME) has reviewed the technical accuracy of the content in this PR. In most cases, the author can be the SME. Open source contributions may require an SME review from GitHub staff.
• The changes in this PR meet the docs fundamentals that are required for all content.

@morganersery1 This PR is failing a check because it needs frontmatter at the top. You can see an example of what that is here, enclosed within the the --- at the top. It probably doesn't need the redirect section, but it should list the title, intro, versions, and shortTitle. I can try to add some of that in by suggestion, but I don't think it will work.
