Scheduled publish/unpublish not showing upcoming events - SQLite

Describe the Bug

Scheduled publish/unpublish not showing upcoming events when using database SQLite. See video in reproduction steps.

Issue already described in Issue #10283

It was fixed for postgres, but it is still not working with SQLite.

Reproduction Steps

1. create payload app with website template
2. create a new post without publishing
3. schedule publish.

Notice that it doesnt show up in the upcoming events
