Summary

Improve the "Collect" phase flow by persisting number ordering and adding new cards towards the bottom so that the UI doesn't change and our users will maintain their reference.

Requirements

1. Adding a new feedback item should increment in order per column starting at 1
2. New feedback items should be added to the bottom of the column
