Retrospective Board Extension Allows Access to Feedback ALL THE TIME, even when Obscure is SET.

Describe the bug
A clear and concise description of what the bug is.
I created a retrospective and chose Obscure feedback in the collect phase. I notice that everyone can still see all feedback from the GROUP tab which seems illogical. I also find that I cannot change the setting of OBSCURE after it has been set. So I have 2 issues.

1. The GROUP tab is available all the time and shows everything even when OBSCURE is enabled.
2. There is now way to turn OBSCURE OFF or ON after it has been set initially when the board is created.

Steps to reproduce the behavior:

1. Go to 'Boards/Retrospectives/Create New Retrospective

NOTICE the Message that sayS THESE SETTINGS CANNOT BE MODIFIED AFTER BOARD CREATION

2. Enable all of the check boxes
   Include Team Assessmemt, Display Prime Directive, Obscure Feedback until AFTER collect phase, do not display names
3. Save the retrospective
4. Have users add feedback and ask them to see if they can access the GROUP TAB
5. They can.. and they can see all of the feedback.

Expected behavior
I expected a way to 'enable/disable' the collect phase or 'show' feedback when ready. I would expect the GROUP tab to be HIDDEN or NOT Accessible while we are in the collect phase and would expect the OWNER to be able to control being IN or NOT in the collect phase.

@kwaluk While the obscure feedback may not work the way you expected, the behavior is by design. The obscure feedback is intended to obscure the feedback while collecting feedback, so a user is not influence by other's input. When moving off the collect tab, the feedback is no longer obscured.
