New card gets assigned #0 and existing cards are renumbered

Is your feature request related to a problem? Please describe.
I'm always frustrated when I add a card and it is assigned #0. This increases the # on each existing card in the column; I therefore cannot rely on the # when referring someone to a card on the board.

Describe the solution you'd like
When a card is added and it is assigned a #, this # does not change when other cards are added.

Describe alternatives you've considered
Manual; not reliable.

Additional context
For me, the # doesn't need to be unique across columns, only within a column.

Cards now start from #1, but the issue still remains. The new card entered is #1, changing the number on all the existing cards.
