Cannot add multiple localization files to WiX 4+ bundle project

Question

Since I cannot post bug reports I'll post this here including a workaround:

I use WiX toolset v5.0.2, but this can be reproduced with WiX 6.0.0 as well (like in the reproduction repo).

1. Checkout the reproduction repo
2. try to build

Workaround:

1. duplicate RtfTheme.wxl as RtfTheme.en-US.wxl
2. remove Culture="en-us" from RtfTheme.wxl
3. add <Payload Name="1033\thm.wxl" SourceFile="RtfTheme.en-US.wxl" />

PS: I tried setting ExtensionDefaultCulture="yes" (see the scheme) - but that didn't help.
