When will emit inline ConstEnums be supported?

That's not what I was talking about in that thread, no. That comment is saying "can we always emit the enums even when they're const".

But, the Go codebase doesn't do const enum inlining at all as it would mean losing concurrency in the emit stage (so we haven't put it in place). I'm not sure we will in the future, but maybe.

(I think @chenpangzi might be confused as to what preserveConstEnums=false means, that's the default, which is to never emit the actual enum object, and their title is asking about inlining).
