Regarding DACA [Valid on 9/6/2017]

Do the recent actions regarding DACA count for the promise "Not started - Dreamers can maybe stay"
He didn't really break the promise as he said maybe, the Dreamers are now going to be eligible for deportation barring an action by Congress in the coming six months. Since he said maybe I do not sure how to categorize this change in status (if at all).
