Pressing `Ctrl-Enter` does not save a new issue if only the title field is filled out

Description

Normally when I am done editing an issue, if I press Ctrl-Enter the issue is saved. However, in cases when I, for example, open a new issue template, merely enter a title, and then press Ctrl-Enter the issue is not saved.

This is a niggle because sometimes I want to create a quick note without any comments and press Ctrl-Enter to save it.
