Add Management Features for Windows 11 Context Menu

Description of the new feature / enhancement

Add the ability to manage the Windows 11 right-click context menu directly through PowerToys. such as:

1. Remove the "Compress to…" entry.
2. Add customizable commands and dividers.
3. Rearrange the order of entries.
4. Personalize background color and animation effect.
