Describe the bug
Install commands uninstall and reinstall the tool version is already installed. If the specified version is installed, stop execution.

To Reproduce
Steps to reproduce the behavior:

  1. Install any tool using the commands eg: Install-Containerd
  2. Rerun the command: Install-Containerd

Expected behavior
If the the version of the tool is already installed, show info log, and stop execution.
