Improve issue filing experience

Use GitHub Issue Form Templates to make it easy to file issues with translations.

I'm thinking something to the effect of:

• Link to string that is bad
• Suggestion of how it can be improved

Maybe we have other templates too like "feature request"?

Good idea. Worth investigating.
2 brief comments:
a. It would be interesting if the loc team could help design (or even own the template).
b. Need to investigate if the existing porting tool would work.

Great. I am proposing a feature in Q2 for this (reference 886165)

We should also have a GitHub Action that closes any PR from external with a friendly message saying to go through the issue flow
