Stubs package for Django Channels

Hi, I've created a stubs package for the well-known Django Channels library in PR #13939. It has been open for a while now. I've received some feedback and updated the stubs package accordingly, but I'm wondering if I need to do anything else to get it approved. I hope it can be merged soon, or perhaps other developers could review it to help improve it (and hopefully get it merged as well).

Hi @srittau, it looks like the PR is quite stable now—no more comments, and all the previous ones have been addressed and fixed. Could you take a look and approve the PR so that we can use typing for django channels going forward? If there are any issues related to the typing, I'm happy to fix them.
