[kube-up][scale-out] pod unable to access internet IP address #1373

What happened:
in 1tp, 1 rp w/ 1 worker scale-out cluster, pods of custom tenant are unable to access external internet hosts by their IP addresses (e.g. 8.8.8.8)

What you expected to happen:
pod is able to access internet hosts

How to reproduce it (as minimally and precisely as possible):
start kube-up 1+1x1 scale-out cluster, create custom tenent, and create nginx pod in the tenant;
using docker exec to run ping 8.8.8.8 inside nginx container
