rockchip64: bump edge to 6.16-rc2

Description

• drop mainlined patches
• hevc disabled. Needs manual adjustments so it applies again
• two of paolos drivers disabled since the were broken
• 3rd party wifi drivers are broken. EXTRAWIFI=no allows building
• Whatever I forgot to mention

Maybe somebody want to pick this up from here, dealing with the yet-to-fix things.
