All Info.plist files are treated as they would be used within application

I am trying just to pass along some dylib files that are used not by application, but rather by other processes not related with application. However, the universal packager thinks that it has to build all plist files and fails on my custom file because it is encrypted. Is it possible in any way to pass along that plist file without modifying it name?
