Add annotations for enabling logging for L4 ILB/NetLB

Allow to enable logging for L4 ILB/NetLB backends and provide sample rate for logging using service's annotations.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
