Add cache policy for images

Follow up PR on #3572

we found a suggestion in lighthouse report to add longer cache-control to all static assets. I think currently it's only 10minutes.

Regarding:

As long as the site is hosted on GitHub Pages, the cache-control is fixed to 10 min and cannot be modified, based on the following:

Thanks for reaching out to GitHub Support about using GitHub Pages

We set the following Cache-Control header for all GitHub Pages content:

Cache-Control: max-age=600

This header is the same for all assets on all sites on our Pages service, and we don't currently provide a way to alter the value. (src)

(other sources, 1, 2)

Based on the information above, I propose this issue should be closed.
