Preview.Pause function doesn't properly open up the inspector for pac test run

Describe the bug

The Preview.Pause function fails to open the inspector during a pac test run.

To Reproduce

Steps to reproduce the behavior:

1. Run the Pause Sample

Expected Behavior: Should displays Playwright Inspector
Actual Behavior: Fails to open the inspector

Additional context

The Open Source version of the Test Engine can be used for pause functionality.
