[ETHTOOL-GET-SET-LINK-KSETTING] Cannot change autoneg/duplex/speed on both HyperV and Azure

Hi there,
There are some steps to change autoneg/duplex/speed in ETHTOOL-LINK-KSETTING.sh, but I tested in RHEL-8 on both HyperV and Azure, and all the outputs are:
```
Cannot set new settings: Invalid argument
  not setting autoneg
```
I also tried it in ubuntu-18.04-lts and the result is the same. 
Does anyone know that if it is as expected? Thanks!
