Support PR comments in notebooks

When viewing jupyter notebooks diffs in a pull request, there's no way to create a comment on a code line or cell

No updates, but I'll see if I can investigate it in the next milestone.

It would be amazing to have this feature, it would transform the way we are able (or not able really) to do code reviews on notebooks in a frictionless way. Right now both on github.com or on VSCode we can only enter high level comments and there is a lot of cognitive load taken on referring to the place in the code something is related to.
