Pull requests view should refresh if a new PR suddenly appears linked in an issue

1. Open an issue
2. Assign Copilot to it. Eventually the PR link should appear in the issue's timeline

🐛 I always have to manually go and refresh the PR view to see it.

The refresh happens every 60 seconds. Did you have the issue webview open and visible that long?

Maybe you did the following:

• Assigned to Copilot
• Leave the issue webview open, but navigate to another tab/file so that it's not the active tab
• Go back to the issue webview after some time by clicking on the tab (not be re-opening it from the Issues view)
  I think we don't do the refresh in this case.

is this supposed to update when navigating to the tab in vscode now? it did not update for me until I waited with that page open:
(right side is a web browser)
