Primary Buttons in settings are smaller than expected

Does this issue occur when all extensions are disabled?: Yes

The vertical padding for Primary Buttons should be 4px, resulting in 28px height, like the below example:

The current Primary Buttons in settings are smaller, with a total height of 24px:

A solution to align sizes is to update the vertical padding to 4px:
