'New chat' while in edit mode gets you into a weird state

• VS Code Version: 1.102 (insiders)
• OS Version: MacOS

Steps to Reproduce:

1. Send a chat
2. click on it to edit
3. While edit box is still open, press the + to start a new chat
4. 🐛 In funny state until workbench reload
