As reverted in #477

But extensions probably need to do some window manipulation. Like the clipboard history one needs to be able to hide the window, so the next window to get FG gets the paste.

Or anyone doing OAuth probably wants to re-summon the window to the FG.

Etc, etc.

But we probably don't want folks moving the window around, or resizing it, or this or that.
