Describe the package

Provides a crx3 binary that can pack, unpack, and manipulate Chromium and Chromium-based (Chrome, Brave, Edge, etc) CRX extension files. For those who don't know, they no longer use a simple zip format, so specialized tools are now required to inspect or modify these extensions.
