cudaPackages.tensorrt: 10.8.0.43 -> 10.9.0.34

Updates tensorrt to 10.9 (release notes). Not sure which cudnn to set for the CUDA 12 version as the support matrix only lists 8.9, so I used the same one as 10.8.

Also fixes python module builds for some older versions where the version is missing the build number.
