[dev-overlay] Remove "Unhandled Runtime Error" label #77484

We already have "Runtime Error" and the distinction between the two is currently pretty obscure.
This enables us to cleanup some of the confusing "isUnhandledError" logic that returned true for console errors.

The label change is a bug fix. Promise rejections shouldn't be treated as console errors. The "Error:" prefix in the description is unfortunate but it goes hand in hand with fixing reportError(string) actually showing the string instead of an empty description.

We already have "Runtime Error" and the distinction
between the two is currently pretty obscure.
This enables us to cleanup some of the confusing
"isUnhandledError" logic that returned true for console
errors.
