Scrolling down is inconsistent with native vim #27423

Summary

When scrolling up in Vim mode using ctrl-y, the cursor will remain on it's current row and be scrolled off screen. In Vim, the cursor will be "sticky" and will always clamp to the last visible line on screen rather than scroll out of view

From the video, it seems like we're doing the right thing when scrolling down, and the incorrect thing when scrolling up, correct?
