Tab Reordering Issue when in Always Private Browsing Mode

What happened?

When the setting
Always use private browsing mode
is enabled under
Privacy & Security
it becomes impossible to reorder tabs
using drag and drop.

Reproducible?

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
