Multiple toolbars prevents access to window controls #6544

What happened?
When using multiple toolbars, compact mode set to "both", and the sidebar is right-aligned and open its impossible to access the window controls
This is particularly an issue with
zen.urlbar.replace-newtab
as it makes closing the window when there are no tabs impossible (unless closed through other means) as the sidebar stays open20250318-1212-46.7814875.mp4
