Customize toolbar glitch

What happened?

When I press customize toolbar it glitches out, the original positions are still there so it's visually only but it makes it unable to be used.
On windows this doesn't happen, on mozilla firefox it doesn't happen, I remember it was fine at the start but am unsure when it stopped working because I didn't use customize toolbar for a little while.

• I have checked that this issue cannot be reproduced on Mozilla Firefox.

I am just now seeing that on the screenshot it looks perfectly normal, so I suppose it's a local problem although now I'm only more confused
It's a graphics card rendering issue, enabling gpu upscaling should fix it
