Cannot reorder tabs or open split view in private browsing

What happened?

Tabs cannot be reordered in private browsing. Also cannot drag to open split tabs in private browsing, the animation plays once but nothing happens, and the animation doesn't even appear after that if I try again.

Reproducible?

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
