Certificate Manager is mostly broken

What happened?

Go to Settings -> Privacy & Security -> View Certificates.

Most buttons don't actually work or do anything:

Same issue here on Linux with 1.10.1b. It's impossible to add my home service certificate authority.

Same issue here (Version 1.10.1b (64-bit) - macOS). I can't switch between the tabs, nor does any button actually work.
