Response Language didn't Work as Expected

I have set Response Language to English as I want Texts in English. I talk to Copilot in Chinese. It replies me in English, but the Texts in code is in Chinese, not English.

1. Create a menu, called "Open URL".

This should be fixed by promoting "Translate users request in English first, then use the translation as prompt", instead of let the LLM translates it implicitly.

@owenzhao In the latest Pre-release 0.36.123, it added a new setting for custom instructions. You can use that to control the AI code generation behavior.
