'Create Declaration / Definition' fails with an "Unknown error" if a class declaration already exists

Use Create Declaration / Definition on the external definition of a class method which already has a declaration.

Bug: It shows "Unknown error" instead of a message about the declaration already existing. The user may not realize the declaration already exists if the class is big.
